February 12, 1997 - The Pentagon would have until the Year 2000 to put in place a system of ground sensors, satellites, and reconnaissance and remotely-piloted aircraft to inform a person in the loop. This person would identify enemy forces from a forward position on or over the battlefield and immediately call in firepower, such as artillery, mortars, and air and ground-delivered rockets.

Human Rights Watch: "US military allies that joined the Mine Ban Treaty did not find it necessary to develop new weapons as alternatives to mines, but instead made changes in doctrine and tactics. The United States should do the same."[1]
