Some advocates of drug prohibition claim that it works if it is part of broad-action program that includes many different types of action from information in schools to drug free treatment groups for prisoners. Antonio Maria Costa, executive director of the United Nations Office on Drugs and Crime, has drawn attention to the drug policy of Sweden,[88][89] arguing: Sweden is an excellent example. Drug use is just a third of the European average while spending on drug control is three times the EU average.
